BETTERMENT PLANNING
This was a policy used, especially in the homelands, but also elsewhere by the Apartheid government to “promote rural development”. It claimed to be aimed at reducing and reversing erosion and improving output by moving small scale subsistence farmers off fertile areas and turning these into state controlled commercial farms which would then employ people. In the meantime people were forcibly removed and relocated to smaller less productive and less viable sites where they would form a pool of low cost labour for the commercial farms or migrant labour for mines.
